Rule 110
Can be authorized to submit proposals
(1) If the Speaker is satisfied that the member introducing the bill is unable to attend himself, the Speaker may allow any other member authorized by the introducing member to submit a motion regarding that bill.
(2) In the case of a non-governmental bill passed by the National Assembly, the Speaker may allow any member of the Assembly authorized by the member introducing the bill to present a proposal for consideration of the said bill.
